Section 538 of the Department of Homeland Security Appropriations Act, 2022 (division F of Public Law 117–103 ) is amended— in subsection (b), by striking “may” and inserting “shall”; and by striking subsection
(d)and inserting the following: Amounts in the Fund may not be obligated until after the date on which the Act making full-year appropriations for the Department of Homeland Security for the applicable fiscal year is enacted into law, subject to subsection (e). The Committees on Appropriations of the House of Representatives and the Senate shall be notified at least 15 days in advance of the planned use of funds. . The amendments made by this section shall apply to amounts transferred under such section 538 on or after the date of enactment of this Act.
