None of the funds appropriated or otherwise made available by this Act may be made available to admit an alien into the United States based on a Department of Homeland Security Form I-20 (Certificate of Eligibility for Nonimmigrant Student Status) issued by a college, university, or other institution of higher education that is not accredited by a nationally recognized accrediting agency or association recognized by the Secretary of Education pursuant to part H of title IV of the Higher Education Act of 1965 ( 20 U.S.C. 1099a et seq. ).
