None of the funds appropriated or otherwise made available by this Act under the heading ‘‘Office of the Secretary and Executive Management—Operations and Support’’ may be made available for the purpose of paying counsel outside the Federal Government— before the date on which all funds provided in section 211(a)(1) of this Act are obligated; and to prepare for or defend against impeachment.
