Of the unobligated balances available in fiscal year 2024 in the Nonrecurring Expenses Fund established in section 742 of division A of Public Law 113–235 , and in addition to any funds otherwise made available for such purposes in this, prior, or subsequent fiscal years, the following shall be available during the period of availability of the Fund for the specified purposes and in the specified amounts— for grants for rural community facilities programs as authorized by section 306 and described in section 381E(d)(1) of the Consolidated Farm and Rural Development Act, $505,023,927 for the purposes, and in the amounts specified in the table titled Community Project Funding/Congressionally Directed Spending in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act), and under the same authorities and conditions as amounts made available by this Act in the second paragraph under the heading Rural Community Facilities Program Account ; and for expenses during fiscal year 2024, not otherwise recoverable, and unrecovered prior years’ costs, including interest thereon, under the Food for Peace Act ( Public Law 83–480 ), for commodities supplied in connection with dispositions abroad under title II of said Act, $68,476,073, under the same authorities and conditions as amounts made available by this Act under the heading Food for Peace Title II Grants :
That amounts repurposed pursuant to this section that were previously designated by the Congress as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 are designated as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
