Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a study of the implementation of the Pilot’s Bill of Rights ( Public Law 112–153 ). In conducting the study under subsection (a), the Comptroller General shall review— the implementation and application of the Pilot’s Bill of Rights; the application of the Federal Rules of Civil Procedure and the Federal Rules of Evidence to covered proceedings by the National Transportation Safety Board, as required by section 2 of the Pilot’s Bill of Rights ( 49 U.S.C. 44703 note); the appeal process and the typical length of time associated with a final determination in a covered proceeding; and any impacts of the implementation of the Pilot’s Bill of Rights.
In this section, the term covered proceeding means a proceeding conducted under subpart C, D, or F of part 821 of title 49, Code of Federal Regulations, relating to denial, amendment, modification, suspension, or revocation of an airman certificate.
