Sec. 313. Airman Certification System Working Group and timely publication of standards

The Administrator of the Federal Aviation Administration shall task the Airman Certification System Working Group established under the Aviation Rulemaking Advisory Committee of the Administration to review Airman Certification Standards to ensure that airman proficiency and knowledge correlates and corresponds to regulations, procedures, equipment, aviation infrastructure, and safety trends at the time of such review. Not later than 180 days after the date of enactment of this Act, the Administrator of the Federal Aviation Administration shall publish on the website of the Administration— the process by which the Airman Certification Standards are to be established, updated, and maintained; the process by which relevant guidance documents, handbooks, and test materials associated with such standards are to be established, updated, and maintained; and any anticipated or required updates to such standards, including providing a date by which such modifications can be expected to be completed and made available to the public.
