Section 47139 of title 49, United States Code, is amended— in subsection (a)— in the matter preceding paragraph (1)— by striking airport sponsors receive and inserting airport sponsors may receive ; by striking carrying out projects and inserting carrying out projects, including projects ; and by striking conditions and inserting considerations ; and in paragraph (2)— by striking airport sponsor and inserting airport sponsor, including for an airport outside of a nonattainment area or maintenance area, ; by striking only ; by striking or as offsets and inserting , as offsets ; and by striking the period at the end and inserting , or as part of a State implementation plan. ; by striking subsection (b); and by redesignating subsection
