Of the funds authorized to be appropriated by this Act or otherwise made available under the National Intelligence Program for fiscal year 2024 for the Federal Bureau of Investigation, not more than 99.9 percent may be obligated or expended until the Director of the Federal Bureau of Investigation, in coordination with the Director of National Intelligence, submits to the congressional intelligence committees the memorandum of agreement that governs the policy of the Federal Bureau of Investigation on budget execution. In this section, the term National Intelligence Program has the meaning given that term in section 3 of the National Security Act of 1947 ( 50 U.S.C. 3003 ).
