Not later than 90 days after the date of enactment of this Act, each State with an outstanding balance in excess of $1,000,000,000, as of January 1, 2023, of advances from the Federal unemployment account in the Unemployment Trust Fund under section 1201 of the Social Security Act ( 42 U.S.C. 1321 ) shall submit to Congress and the Secretary of Labor a report detailing how such State intends to repay such advances.
