In this title— the term appropriate congressional committees means— the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives; and the Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate; the term foreign person has the meaning given that term in section 7203 of the Fentanyl Sanctions Act ( 21 U.S.C. 2302 ); the term knowingly has the meaning given that term in section 7203 of the Fentanyl Sanctions Act ( 21 U.S.C. 2302 ); the term trafficking , with respect to fentanyl, fentanyl precursors, or other related opioids, has the meaning given the term opioid trafficking in section 7203 of the Fentanyl Sanctions Act ( 21 U.S.C. 2302 ); the term transnational criminal organization — means any organization designated as a significant transnational criminal organization under part 590 of title 31, Code of Federal Regulations; and includes— any of the organizations known as— the Sinaloa Cartel; the Jalisco New Generation Cartel; the Gulf Cartel; the Los Zetas Cartel; the Juarez Cartel; the Tijuana Cartel; the Beltran-Levya Cartel;
La Familia Michoacana, also known as the Knights Templar Cartel; or La Nueva Familia Michoacan; or any successor organization to an organization described in clause
(i)or as otherwise determined by the President; and the term United States person means— a United States citizen or an alien lawfully admitted for permanent residence to the United States; an entity organized under the laws of the United States or of any jurisdiction within the United States, including a foreign branch of such an entity; or any person in the United States.
