Sec. 864. Foreign sources of specialty metals

Section 4863(d) of title 10, United States Code, is amended— in paragraph (1), by redesignating subparagraphs
(A)and
(B)as clauses
(i)and (ii), respectively; by redesignating paragraphs
(1)and
(2)as subparagraphs
(A)and (B), respectively; by inserting
(1)before Subsection (a)(1) ; and by adding at the end the following new paragraph: Any specialty metal procured as mill product or incorporated into a component other than an end item pursuant to this subsection shall be melted or produced— in the United States; in the country from which the mill product or component is procured; or in another country covered under paragraph (1)(A)(ii). .
