Except as provided in paragraph (2), if the Office commences a review of a significant regulatory action, the Office shall complete such review not more than 60 days after the date on which the Office receives the significant regulatory action. The Office may extend the 60-day period described in paragraph
(1)by a single 60-day period if the Office provides the agency with, and makes publicly available, a written justification for the extension. If the Office waives review of a significant regulatory action of an agency without a request for further consideration or does not notify the agency in writing of the results of the review within the time frame described in paragraph
(1)or (2), the agency may publish the significant regulatory action in the Federal Register.
