Section 315(a)(2)(A) of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30116(a)(2)(A) ) is amended by striking exceed $5,000 and inserting exceed $5,000 or, in the case of a contribution made by a national committee of a political party from an account described in paragraph (11), exceed $10,000 . Section 315(d)(5) of such Act ( 52 U.S.C. 30116(d)(5) ) is amended by striking subsection (a)(9) and inserting subsection (a)(9) or subsection (a)(11) . Section 315(a) of such Act ( 52 U.S.C. 30116(a) ), as amended by section 8112(a), is amended by adding at the end the following new paragraph:
An account described in this paragraph is a separate, segregated account of a national congressional campaign committee of a political party which— supports only candidates for election for the office of Representative in, or Delegate or Resident Commissioner to, the Congress; and consists exclusively of contributions made during a calendar year by individuals whose aggregate contributions to the committee during the year do not exceed $200. . The amendments made by this section shall apply with respect to elections held on or after the date of the enactment of this Act and shall take effect without regard to whether or not the Federal Election Commission has promulgated regulations to carry out such amendments.
