Section 18 of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1344 ) is amended— in subsection (a)— by striking subsections
(c)and
(d)of this section, shall prepare and periodically revise, and inserting this section, shall issue every five years ; by adding at the end the following: Each five-year program shall include at least two Gulf of Mexico region-wide lease sales per year. ; and in paragraph (3), by inserting domestic energy security, after between ; by redesignating subsections
(f)through
(i)as subsections
(h)through (k), respectively; and by inserting after subsection
(e)the following: The Secretary shall issue the five-year oil and gas leasing program for 2023 through 2028 and issue the Record of Decision on the Final Programmatic Environmental Impact Statement by not later than July 1, 2023. Not later than 36 months after conducting the first lease sale under an oil and gas leasing program prepared pursuant to this section, the Secretary shall begin preparing the subsequent oil and gas leasing program under this section. Each subsequent oil and gas leasing program under this section shall be approved by not later than 180 days before the expiration of the previous oil and gas leasing program. .
