Section 903(c)(2)(C) of division FF of the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ) is amended by adding at the end the following: A description of any non-economic benefits of such broadband deployment efforts, including any effect on civic engagement. The extent to which residents of the United States that received broadband as a result of Federal broadband support programs and the Universal Service Fund Programs received broadband at the download and upload speeds required by such programs. .
