Section 319 of the Legislative Branch Appropriations Act, 1990 ( 2 U.S.C. 1801 ) is amended— by redesignating subsection
(b)as subsection (c); and by inserting after subsection
(a)the following: The Architect of the Capitol may be removed at any time by— impeachment; or joint resolution of Congress, only for— permanent disability; inefficiency; neglect of duty; malfeasance; or a felony or conduct involving moral turpitude. .
