Section 6141(a)(1) of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7471(a)(1) ) is amended— in subsection (a)(1), by inserting , and who shall include at least one president of a Tribal College or University (as defined in section 316(b) of the Higher Education Act of 1965 ( after 20 U.S.C. 1059c(b) )) organizations ; and in subsection (b)(3), by inserting the Secretary, and the Secretary of the Interior, after Congress, . The Secretary of Education, in preparing the budget materials submitted to Congress by the Secretary in support of the budget of the United States Government that is submitted under section 1105 of title 31, United States Code, shall consider the report prepared under section 6141(b) of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7471(b) ).
