Section 161 of the Energy Policy and Conservation Act ( 42 U.S.C. 6241 ) is amended by striking subsection
(i)and inserting the following: Notwithstanding any other provision of law, the Secretary shall only draw down and sell petroleum products from the Reserve to entities within the United States. .
