Sec. 407. Modification of basic needs allowance for members of the Coast Guard

Section 402b of title 37, United States Code, is amended— by redesignating subsections
(h)through
(k)as subsections
(i)through ( l ), respectively; and by inserting after subsection
(g)the following: In the case of a member of the Coast Guard, the Secretary concerned shall— determine under subsection
(f)whether the member is eligible under subsection
(b)for the allowance under subsection (a); and if the Secretary concerned determines a member is eligible for the allowance, pay the allowance to the member unless the member elects not to receive the allowance. A member of the Coast Guard is not required to submit an application under subsection
(e)to receive the allowance under subsection (a), but not less frequently than biennially, the member shall submit to the Secretary concerned an attestation that the gross household income of the member does not exceed the amount described in subsection (b)(2). The Secretary concerned shall establish an electronic process pursuant to which a member of the Coast Guard may— elect under paragraph (1)(B) not to receive the allowance; or submit an attestation under paragraph (2). . Such section is further amended— in subsection (e)— in paragraphs
(1)and (2), by striking A member both places it appears and inserting Except as provided by subsection (h), a member ; and in paragraph (4)(B)— by striking that the member and inserting the following: “that— the member ; by striking the period at the end and inserting ; or ; and by adding at the end the following: in the case of a member of the Coast Guard, that the member may receive the allowance as provided by subsection (h). ; and in subsection (g)(2), by striking A member and inserting Except as provided by subsection (h), a member .
