Notwithstanding section 9701 of title 31, United States Code, and section 2110 of title 46 of such Code, the Secretary of the department in which the Coast Guard is operating may not charge an inspection fee for a towing vessel that has a certificate of inspection issued under subchapter M of chapter I of title 46, Code of Federal Regulations (or any successor regulation), and that uses the Towing Safety Management System option for compliance with such subchapter, until— the completion of the review required under section 815 of the Frank LoBiondo Coast Guard Authorization Act of 2018 ( 14 U.S.C. 946 note;
Public Law 115–282 ); and the promulgation of regulations to establish specific inspection fees for such vessels.
