As part of the Program, the Assistant Secretary, in consultation with the Secretary, shall provide technical support and assistance to eligible entities to facilitate their participation in the Program. The Assistant Secretary, in consultation with the Secretary, shall convene a committee of technical experts to advise the Assistant Secretary on the development and implementation of the Program.
