Section 102(a) of the Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4101(a) ) is amended— in paragraph (2), by inserting and homeland after national ; by redesignating paragraphs
(5)through
(17)as paragraphs
(6)through (18), respectively; by striking paragraph
(4)and inserting the following: Changing Arctic conditions directly affect global weather and climate patterns and must be better understood— to promote better agricultural management throughout the United States; and to address the myriad of impacts, challenges, and opportunities brought about by such change. Since a rapidly changing climate will reshape the economic, social, cultural, political, environmental, and security landscape of the Arctic region, sustained, robust, coordinated, reliable, appropriately funded, and dependable Arctic research is required to inform and influence sound United States domestic and international Arctic policy. ; and in paragraph (6), as redesignated, by inserting and climate after weather . Section 103 of the Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4102 ) is amended— in subsection (b)— in paragraph (1)(B)— by striking who are and inserting who is a ; and by striking who live in areas and inserting who live in an area ; and in paragraph (2), by striking chairperson and inserting Chair ; and in subsection (d)— in paragraph (1)— by inserting or her after his ; and by inserting , or in the case of the Chair, not to exceed 120 days of service each year ; and in paragraph (2), by striking Chairman and inserting Chair . Section 106(4) of the Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4105(4) ) is amended— by inserting , and other Federal Government entities, as appropriate, after with the General Services Administration ; and by inserting , or the heads of other Federal Government entities, as appropriate, before the semicolon. Section 107(b)(2) of the Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4106(b)(2) ) is amended— by redesignating subparagraph
(L)as subparagraph (P); in subparagraph (K), by striking and at the end; and by inserting after subparagraph
(K)the following: the Department of Agriculture; the Marine Mammal Commission; the Smithsonian Institution; the Denali Commission; and . Section 109(a) of the Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4108(a) ) is amended by striking The Plan and inserting Notwithstanding section 3003 of the Federal Reports Elimination and Sunset Act of 1995 ( .
