No State or political subdivision of a State may establish or continue in effect any law or regulation that governs, regulates, or abrogates— the right of college athletes to be compensated by a third party for use of their name, image, likeness, or athletic reputation; the freedom and right of college athletes to secure representation by college athlete agents or group licensing entities; the regulation and certification of college athlete agents and group licensing entities; and intercollegiate athletics eligibility with respect to— transfers to another institution of higher education; and professional sports drafts.
