In addition to amounts otherwise appropriated by this Act under the heading Office of the Secretary—General Departmental Management there are hereby appropriated an additional $350,000,000, to remain available until expended, for the Secretary to make grants to, and enter into contracts with, public or nonprofit private entities that assist individuals in accessing abortion services and overcoming barriers that might impede access to such services, including by covering the costs of travel, lodging, and childcare, through hiring, and the construction and renovation (including equipment) of health care and other facilities, and by otherwise assisting providers:
That the Secretary may transfer amounts made available under this section to other accounts of the Department of Health and Human Services for such purposes. Provided,
