Congress— finds that the constitution of the Commonwealth of Puerto Rico approved by Public Law 82–447 (66 Stat. 327, chapter 567), as subsequently amended and in effect as of the day before the date of enactment of this Act is— republican in form; and in conformity with the Constitution of the United States and the principles of the Declaration of Independence; and declares that the constitution of the Commonwealth of Puerto Rico approved by Public Law 82–447 (66 Stat. 327, chapter 567), as subsequently amended and in effect as of the day before the date of enactment of this Act, is accepted, ratified, and confirmed as the constitution of the State of Puerto Rico.
The constitution of the State of Puerto Rico— shall remain republican in form; and shall not be repugnant to— the Constitution of the United States; or the principles of the Declaration of Independence.
