The Secretary shall conduct a comprehensive assessment of the potential for removing carbon dioxide directly from the oceans. In conducting the assessment under subsection (a), the Secretary shall consider the potential and relative merits of— pathways, methods, and technologies that are able to directly remove carbon dioxide from the oceans through engineered or inorganic processes; and technologies such as filters, membranes, phase change systems, chemical conversion, or other technological pathways.
In conducting the assessment under subsection (a), the Secretary shall incorporate any information on the results of activities conducted under section 223 of the National Defense Authorization Act for Fiscal Year 2020 ( 10 U.S.C. 4001 note; Public Law 116–92 ). Not later than 1 year after the date of enactment of this Act, the Secretary, in consultation with the Administrator of the National Oceanic and Atmospheric Administration, shall submit to the Committees on Energy and Natural Resources and Commerce, Science, and Transportation of the Senate and the Committee on Energy and Commerce of the House of Representatives a report describing the results of the assessment under subsection (a).
There are authorized to be appropriated to the Secretary to carry out this section— $2,000,000 for fiscal year 2023; $4,000,000 for fiscal year 2024; and $8,000,000 for each of fiscal years 2025 through 2027.
