Section 17(a) of the Mineral Leasing Act ( 30 U.S.C. 226(a) ) is amended by striking may be leased by the Secretary. and inserting the following: “shall be leased by the Secretary of the Interior, or for National Forest System land, the Secretary of Agriculture, unless— otherwise excluded under this Act; or the Secretary of the Interior or the Secretary of Agriculture, as applicable, shows good cause for why such land should not be leased. .
