In this section, the terms natural feature and nature-based feature have the meanings given those terms in section 1184(a) of the WIIN Act ( 33 U.S.C. 2289a(a) ). The Secretary shall conduct a comprehensive study (referred to in this section as the study ) to evaluate the effectiveness of carrying out additional measures, including measures that utilize natural features or nature-based features at or upstream of reservoirs for the purposes of— sustaining operations in response to changing hydrological and climatic conditions; mitigating the risk of drought or floods, including the loss of storage capacity due to sediment accumulation; increasing water supply; or aquatic ecosystem restoration.
In conducting the study, the Secretary shall include all reservoirs owned and operated by the Secretary and reservoirs for which the Secretary has flood control responsibilities under section 7 of the Act of December 22, 1944 (commonly known as the Flood Control Act of 1944 ) (58 Stat. 890, chapter 665; 33 U.S.C. 709 ), in the South Pacific Division of the Corps of Engineers. In conducting the study, the Secretary shall consult with applicable— Federal, State, and local agencies;
Indian Tribes; non-Federal interests; and other stakeholders, as determined appropriate by the Secretary. To the maximum extent practicable and where appropriate, the Secretary may— use existing data provided to the Secretary by entities described in paragraph (1); and incorporate— relevant information from prior studies and projects carried out by the Secretary; and the latest technical data and scientific approaches with respect to changing hydrological and climatic conditions.
Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report that describes— the results of the study; and any recommendations on site-specific areas where additional study is recommended by the Secretary. Nothing in this section provides authority to the Secretary to change the authorized purposes at any of the reservoirs described in subsection (c).
