The Secretary is authorized to provide in advance to the non-Federal interest the Federal share of funds required for the acquisition of land, easements, and rights-of-way and the performance of relocations for a project or separable element— authorized to be constructed at full Federal expense; or described in section 103(b)(2) of the Water Resources Development Act of 1986 ( 33 U.S.C. 2213(b)(2) ).
