In implementing the policy described in section 136, the President shall direct the Secretary of State and the heads of other relevant Federal agencies, to use the voice, vote, and influence of the United States, consistent with the broad development goals of the United States— to work with countries and the private sector to break up the monopolization of critical mineral industries; to commit to promoting transparent private sector development in the critical minerals sector; to enhance coordination with the private sector to increase access to critical minerals; to provide technical assistance to the regulatory authorities of countries that are members of the body to remove unnecessary barriers to investment; and to utilize clear, accountable, and metric-based targets to measure the effectiveness of such actions.
