Sec. 266. Transfer of funds

Subject to paragraph (2), on and after the date that is 30 days after the date on which the Administrator begins accepting applications under a covered program, the Administrator may transfer amounts made available under this title for that covered program to the fund established under this title for another covered program. The Administrator may not transfer amounts made available under this title for a covered program if the Administrator determines that the amounts made available to carry out that covered program are insufficient to make grants to each eligible entity in the amount specified with respect to that covered program. Any amounts transferred under subsection
(a)shall be merged with, and available for the same purposes as, other amounts in the fund to which the amounts are transferred.
