Section 240(c)(1) of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 ( 22 U.S.C. 212b(c)(1) ) is amended to read as follows: the term covered sex offender means an individual who— is required to register, based on an offense against a minor, under section 113 of the Sex Offender Registration and Notification Act ( 34 U.S.C. 20913 ); or resides outside the United States, or applies for or seeks to renew a passport outside the United States, and would be required to register, based on an offense against a minor, under section 113 of the Sex Offender Registration and Notification Act, if the individual returned to the United States. .
