Part II of the Federal Power Act ( 16 U.S.C. 824 et seq. ) (as amended by section 7) is amended by adding at the end the following: In order to promote competition in wholesale markets, reliability, and affordability, the Commission shall not use price mitigation methods to counteract the effects of State subsidies for renewable energy resources. .
