Not later than 60 days after making an affirmative determination under section 321, the President shall identify foreign persons in any of the sectors or industries of the Russian Federation described in subsection
(b)with respect to which the President determines sanctions should be imposed in the interest of the national security of the United States. The sectors and industries of the Russian Federation described in this subsection are the following: Oil and gas extraction and production. Metals extraction, mining, and production. Minerals extraction and processing. Any other sector or industry with respect to which the President determines the imposition of sanctions is in the United States national security interest. Not later than 30 days after the date of the enactment of this Act, the President shall submit to the appropriate committees of Congress a report describing efforts by the United States to— mitigate the impact of Russian restrictions on natural gas, coal, and oil exports to Europe; ensure sufficient energy supplies to Europe in the event of the imposition of the sanctions under subsection (a); and implement the requirements under section 209 to address energy supply shortfalls caused by the imposition of sanctions under subsection
(a)or the termination of energy supplies by the Russian Federation.
