Upon making an affirmative determination under section 321 and not later than 60 days following such a determination, the President shall impose the sanctions described in section 351 with respect to not fewer than 15 foreign persons— that the President determines— are listed in the classified annex submitted to Congress with the report required by section 241 of the Countering America’s Adversaries Through Sanctions Act ( Public Law 115–44 ; 131 Stat. 922); or would be included in that annex, if that report were submitted on the date of the determination; and with respect to which the President determines sanctions should be imposed in the interest of the national security of the United States.
