The President is authorized to issue any letter of offer or license to export any defense articles or defense services to Ukraine otherwise subject to the requirements of section 36 of the Arms Export Control Act ( 22 U.S.C. 2776 ) unless Congress enacts a joint resolution of disapproval of such sale or export, as the case may be, within 15 calendar days. The authority of subsection
(a)shall terminate on October 1, 2023.
