Notwithstanding any other provision of law, out of amounts in the Treasury not otherwise appropriated, $400,000,000 shall be available in the drawdown authority under section 506(a)(1) of the Foreign Assistance Act ( 22 U.S.C. 2318(a) ) for fiscal year 2022. The Secretary of Defense shall direct the military services to make available equipment under this authority to the maximum extent possible.
