Section 41201 of the Violence Against Women Act of 1994 ( 34 U.S.C. 12451 ) is amended— in subsection (b)— in paragraph (1)— in the matter preceding subparagraph (A), in the first sentence, by striking target youth who are victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking and inserting target youth, including youth in underserved populations, who are victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking ; in subparagraph (B), by striking or at the end; in subparagraph (C), by striking the period at the end and inserting a semicolon; and by inserting after subparagraph
(C)the following: clarify State or local mandatory reporting policies and practices regarding peer-on-peer dating violence, sexual assault, stalking, and sex trafficking; or develop, enlarge, or strengthen culturally specific victim services and responses related to, and prevention of, female genital mutilation or cutting. ; in paragraph (2)— in subparagraph (A), by striking stalking, or sex trafficking and inserting stalking, sex trafficking, or female genital mutilation or cutting ; in subparagraph (C), by inserting confidential before support services ; and in subparagraph (E), by inserting after programming for youth the following: , including youth in underserved populations, ; and by adding at the end the following: To develop, maintain, or enhance programs designed to prevent future incidents of domestic violence, dating violence, sexual assault, and stalking by preventing, reducing and responding to children’s exposure to violence in the home, including by— providing services for children exposed to domestic violence, dating violence, sexual assault or stalking, including— direct counseling or advocacy; and support for the non-abusing parent; and training and coordination for educational, after-school, and childcare programs on how to— safely and confidentially identity children and families experiencing domestic violence, dating violence, sexual assault, or stalking; and properly refer children exposed and their families to services and violence prevention programs. To develop, maintain, or enhance programs that change attitudes and behaviors around the acceptability of domestic violence, dating violence, sexual assault, and stalking and provide education and skills training to young individuals and individuals who influence young individuals, which— may include the use evidenced-based, evidence-informed, or innovative strategies and practices focused on youth; and shall include— age and developmentally-appropriate education on— domestic violence; dating violence; sexual assault; stalking; sexual coercion; and healthy relationship skills, in school, in the community, or in health care settings; community-based collaboration and training for individuals with influence on youth, such as parents, teachers, coaches, healthcare providers, faith leaders, older teens, and mentors; education and outreach to change environmental factors contributing to domestic violence, dating violence, sexual assault, and stalking; and policy development targeted to prevention, including school-based policies and protocols. ; in subsection (c)— in paragraph (1)(A)— by inserting organization after tribal nonprofit ; and by inserting Native Hawaiian organization, urban Indian organization, before or population-specific community-based organization ; and in paragraph (2)(A), by striking paragraph

(1); in subsection (d)(3), by striking the period at the end and inserting , including training on working with youth victims of domestic violence, dating violence, sexual assault, or sex trafficking in underserved populations, if such youth are among those being served. ; and in subsection (f), by striking $15,000,000 for each of fiscal years 2014 through 2018 and inserting $30,000,000 for each of fiscal years 2023 through 2027 .
