Section 1201 of division B of the Victims of Trafficking and Violence Protection Act of 2000 ( 34 U.S.C. 20121 ) is amended— in subsection (a), by inserting after no cost to the victims. the following: When legal assistance to a dependent is necessary for the safety of a victim, such assistance may be provided. ; in subsection (d)— by amending paragraph
(1)to read as follows: any person providing legal assistance through a program funded under this section— is a licensed attorney or is working under the direct supervision of a licensed attorney; in immigration proceedings, is a Board of Immigration Appeals accredited representative; in Veterans' Administration claims, is an accredited representative; or is any person who functions as an attorney or lay advocate in Tribal court; and has demonstrated expertise in providing legal assistance to victims of domestic violence, dating violence, sexual assault, or stalking in the targeted population; or is partnered with an entity or person that has demonstrated expertise described in clause (i); and has completed, or will complete, training in connection with domestic violence, dating violence, stalking, or sexual assault and related legal issues, including training on evidence-based risk factors for domestic and dating violence homicide; ; in paragraph (2), by striking or local and insert the following: local, or culturally specific ; in paragraph (4), after dating violence, by inserting stalking, ; and in subsection (f)(1)— by striking $57,000,000 and inserting $60,000,000 ; and by striking 2014 through 2018 and inserting 2023 through 2027 .
