The Administrator of the Federal Emergency Management Agency shall amend the regulations implementing the disaster unemployment assistance program authorized under section 410 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5177 ) to ensure that— the assistance amount for a self-employed worker is calculated based on the business receipts of the self-employed worker rather than net profit; and the assistance amount is not calculated by counting gross receipts of a self-employed worker against the net profit of the self-employed worker.
