Sec. 103. Strategy for bolstering defensive capacities of Ukraine and enhancing delivery of security assistance

Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees, the Committee on Armed Services of the Senate, and the Committee on Armed Services of the House of Representatives, a strategy for bolstering the defensive capabilities of the armed forces of Ukraine and enhancing the delivery of security assistance to Ukraine, which shall include the following: A plan to meet the most critical capability gaps and capacity shortfalls of the armed forces of Ukraine.
A plan for United States cooperation with allies and partners to provide immediate assistance to the armed forces of Ukraine. A plan to prioritize the delivery of excess defense articles to Ukraine in accordance with section 101. A plan to transfer to Ukraine defense articles previously allocated for operations in Afghanistan that are available for transfer, as appropriate. The strategy required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex if necessary.
