The Administrator shall provide technical assistance to public entities for purposes of creating and implementing transition plans in accordance with section 6(b)(10). In addition to amounts otherwise available, there is appropriated to the Administrator for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $10,000,000, to remain available until expended, to carry out this section.
