Section 16 of the Federal Insecticide, Fungicide, and Rodenticide Act ( 7 U.S.C. 136n ) is amended by adding at the end the following: Any person may bring a civil action against the Administrator where there is an alleged failure of the Administrator to comply with any provision of this Act. The district courts of the United States shall have exclusive jurisdiction over a civil action brought pursuant to paragraph (1). .
