The Secretary of Agriculture shall not be considered to be in violation of section 3(d)(1) of the Wild and Scenic Rivers Act ( 16 U.S.C. 1274(d)(1) ) for not completing a comprehensive river management plan within 3 full fiscal years after the date of designation, except the comprehensive river management plan must be completed or appropriately updated not later than the completion of the next applicable forest plan revision.
