Funds made available in this or any other Act or otherwise made available to the Department of the Interior or the Department of Agriculture that are subject to the allocations in 54 U.S.C. 200402(e)(1) may be further allocated or reallocated to the Federal Highway Administration for transportation projects of the covered agencies defined in 54 U.S.C. 200401(2) .
