Notwithstanding any other provision of law, funds made available in this division are in addition to amounts appropriated or otherwise made available for the Department of Defense or the Department of Veterans Affairs for fiscal year 2022: , That such amounts shall be subject to the terms and conditions set forth in S. 2604 (117th Congress) and the accompanying Senate Report 117–35, as reported by the Senate Committee on Appropriations on August 4, 2021.
