Section 3134 of the Internal Revenue Code of 1986 is amended— in subsection (c)(5)— in subparagraph (A), by adding and at the end, in subparagraph (B), by striking , and at the end and inserting a period, and by striking subparagraph (C), and in subsection (n), by striking January 1, 2022 and inserting October 1, 2021 (or, in the case of wages paid by an eligible employer which is a recovery startup business, January 1, 2022) . The amendments made by this subsection shall apply to calendar quarters beginning after September 30, 2021. Section 9503(f) of the Internal Revenue Code of 1986, as amended by section 303(i), is further amended by redesignating paragraph

(13)and by inserting after paragraph
(11)the following new paragraph: There are hereby appropriated to the Highway Trust Fund amounts equivalent to savings achieved as a result of the amendments made by section 304 of the Transportation Empowerment Act, as estimated by the Secretary. .
