Section 141 of title 23, United States Code, is amended— in subsection (a), in the first sentence, by striking the Federal-aid primary system, the Federal-aid urban system, and the Federal-aid secondary system, including the Interstate System and inserting the Interstate System ; and in subsection (b)(2), by striking paragraphs

(6)of section 104(b) and inserting paragraphs
(1)through
(4)of section 104(b) .
