The Secretary may require a grantee under this Act to make arrangements satisfactory to the Secretary for use of an entity other than the original grantee to carry out activities assisted under the transformation plan of the grantee, if— the original grantee has failed to meet performance benchmarks relating to implementation of the transformation plan; and the Secretary determines that the action will help to effectuate the purposes of this Act.
