Notwithstanding section 2208(l)(3) of title 10, United States Code, during fiscal year 2021, the total amount of the advance billings rendered or imposed for all working-capital funds of the Department of Defense may exceed the amount otherwise specified in such section. In this section, the term advance billing has the meaning given that term in section 2208(l)(4) of title 10, United States Code.
